     AMEND by inserting after line 190 the following:

(4)  In order to assert a violation of this act:

          (a)  A person who refuses to perform any act or supply any good or service must have given prior notice of any refusal, with the conditions of any contemplated refusal described in detail and in plain English and legibly reproduced in every advertisement, solicitations or other promotional materials or activities, whether digital, audio, telephonic or in print; and

          (b)  Prominently post in clear view of any customer, client or guest, at the point of service or place of business, describing any contemplated refusal in detail and in plain English.

     FURTHER, AMEND the title to conform.
