AN ACT TO PROHIBIT THE STATE OF MISSISSIPPI AND ALL POLITICAL SUBDIVISIONS OF THE STATE FROM ADOPTING OR IMPLEMENTING THE CREED, DOCTRINE, PRINCIPLE OR ANY TENET OF THE UNITED STATES RIO DECLARATION ON ENVIRONMENT AND THE STATEMENT OF PRINCIPLES FOR SUSTAINABLE DEVELOPMENT KNOWN AS "AGENDA 21" OR ANY OTHER INTERNATIONAL LAW CONTRAVENING THE CONSTITUTION OF THE UNITED STATES OR THE CONSTITUTION OF THE STATE OF MISSISSIPPI; TO PROHIBIT THE STATE OF MISSISSIPPI AND ALL POLITICAL SUBDIVISIONS OF THE STATE FROM IMPLEMENTING PROGRAMS OF, EXPENDING ANY SUM OF MONEY FOR, BEING A MEMBER OF, RECEIVING FUNDING FROM, CONTRACTING SERVICES FROM, OR GIVING FINANCIAL OR OTHER FORMS OF AID TO THE INTERNATIONAL COUNCIL FOR LOCAL ENVIRONMENTAL INITIATIVES OR ANY OF ITS RELATED OR AFFILIATED ORGANIZATIONS TO INCLUDE, BUT NOT BE LIMITED TO, COUNTDOWN 2010, LOCAL ACTION FOR BIODIVERSITY, EUROPEAN CENTER FOR NATURE CONSERVATION, THE INTERNATIONAL UNION FOR CONSERVATION OF NATURE AND THE PRESIDENT'S COUNCIL ON SUSTAINABLE DEVELOPMENT; AND FOR RELATED PURPOSES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. (1) As used in this section, "political subdivisions" means all states, counties, incorporated cities, unincorporated cities, public local entities, public-private partnerships and any other public entity thereof.
(2) The State of Mississippi and all political subdivisions thereof shall not adopt, nor implement, the creed, doctrine, principle or any tenet of the United States Rio Declaration on Environment and Development and the Statement of Principles for Sustainable Development known as "Agenda 21," adopted at the United Nations Conference on Environment and Development, held from June 3-14, 1992, in Rio de Janeiro, Brazil, or any other international law contravening the Constitution of the United States or the Constitution of the State of Mississippi.
(3) Since the United Nations has enlisted the support of numerous independent, shadow organizations to surreptitiously implement "Agenda 21" around the world, the State of Mississippi and all political subdivisions are prohibited from implementing programs of, expending any sum of money for, being a member of, receiving funding from, contracting services from, or giving financial or other forms of aid to the International Council for Local Environmental Initiatives or any of its related or affiliated organizations to include, but not be limited to, Countdown 2010, Local Action for Biodiversity, European Center for Nature Conservation, the International Union for Conservation of Nature and the President's Council on Sustainable Development, enacted on July 19, 1993, Executive Order No. 12852.
SECTION 2. This act shall take effect and be in force from and after its passage.
