REPORT OF CONFERENCE COMMITTEE

MR. PRESIDENT AND MR. SPEAKER:

   We, the undersigned conferees, have had under consideration the amendments to the following entitled BILL:

S. B. No. 2703:  Pearl River Valley Water Supply District; revise board appointments, powers and duties.

  We, therefore, respectfully submit the following report and recommendation:

   1.  That the House recede from its Amendments 1 & 2.

   2.  That the Senate and House adopt the following amendment:

     AMEND by deleting lines 100 through 118 and inserting in lieu thereof the following:

          (b)  The Mississippi Commission on Environmental Quality, the Mississippi Commission on Wildlife, Fisheries and Parks, Forestry Commission and the State Board of Health of the State of Mississippi shall each appoint one (1) director from that department to serve on the Board of Directors of the Pearl River Valley Water Supply District to serve at the pleasure of the respective board appointing him.  From and after January 1, 2013, each of the members appointed under this paragraph (b) shall be a person who resides on and is a holder of a residential lease from the Pearl River Valley Water Supply District.

     FURTHER, AMEND the title by deleting all of the language beginning after the semicolon on line 22 through the semicolon on line 31 and inserting in lieu thereof the following:

TO PROVIDE THAT MEMBERS OF THE BOARD OF DIRECTORS OF THE DISTRICT
THAT ARE APPOINTED BY FOUR STATE AGENCIES SHALL BE PERSONS WHO RESIDE ON AND ARE HOLDERS OF RESIDENTIAL LEASES FROM THE DISTRICT;
