A CONCURRENT RESOLUTION PROPOSING TO CREATE A NEW SECTION 14A TO THE MISSISSIPPI CONSTITUTION OF 1890 TO PROTECT THE LIFE OF AN UNBORN CHILD AND TO PROHIBIT THE USE OF PUBLIC FUNDS TO PAY FOR AN ABORTION, EXCEPT TO SAVE THE LIFE OF THE MOTHER.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI, That the following amendment to the Mississippi Constitution of 1890 is proposed to the qualified electors of the state:
Section 14A, Mississippi Constitution of 1890, is created to read as follows:
Section 14A. (1) The policy of Mississippi is to protect the life of every unborn child from conception to birth, to the extent permitted by the federal Constitution.
(2) Nothing in this Constitution shall be construed to grant or secure any right relating to abortion or the public funding of abortion.
(3) No public funds shall be used to pay for any abortion, except to save the life of the mother.
BE IT FURTHER RESOLVED, That this amendment shall be submitted to the qualified electors at an election to be held on the first Tuesday after the first Monday of November 2012, as provided by Section 273 of the Constitution and by law.
BE IT FURTHER RESOLVED, That the explanation of this proposed constitutional amendment for the ballot shall read as follows: "This proposed constitutional amendment creates a new section to protect the life of every unborn child from conception to birth. The section also prohibits the use of public funds to pay for abortions, except to save the life of the mother."
