AMENDMENT NO 1 PROPOSED TO

Amend by inserting the following language after line 81 and renumbering the succeeding section:

     "(9) The Parole Board shall submit a recommendation to the Governor before the Governor grants or denies a pardon to an applicant requesting a pardon stating either the board's support or nonsupport of such pardon."
