A RESOLUTION TO COMMEND AND CONGRATULATE F. MALCOLM HOOD, JR., FOR HIS DISTINGUISHED CAREER AS A LOBBYIST AND FOR HIS MANY YEARS AS AN INVALUABLE ASSET TO THE LEGISLATIVE PROCESS IN THE STATE OF MISSISSIPPI.
WHEREAS, Malcolm Hood built a successful business, F.M. Hood and Associates, on the singular, pristine principle of trust; for he is a man of his word; a gentleman and a scholar of governmental affairs on both the state and national levels; and
WHEREAS, his stellar reputation in business and energy issues precedes him in legislative circles throughout the nation, including the States of Mississippi, Louisiana, Texas, Arkansas, Oklahoma, Colorado and Nebraska; and
WHEREAS, Malcolm Hood's work ethic is based on the tenets of honesty, integrity, diligence and attention to detail; and
WHEREAS, F.M. Hood and Associates has grown from a single-client firm to the representation of an amalgamation of corporations, in various fields of expertise, including mineral production, energy transportation, manufacturing, telecommunications, utilities and agricultural interests; and
WHEREAS, his work with state government began with the Louisiana Public Service Commission serving as assistant to the third district commissioner; later he was instrumental in the implementation of landmark legislation, the Natural Resources Act of 1973, while serving on the Louisiana Office of Conservation Ad Hoc Committee; and
WHEREAS, he began his lobbying business with representation of Central Louisiana Electric Company, an energy services company based in central Louisiana, Louisiana Intrastate Gas, and Tenneco Oil; then branched out to represent other diverse interests which today encompass automotive, energy, farming, packaging and shipbuilding industries; and
WHEREAS, Malcolm Hood has proved his mettle as a business leader with his affiliation with numerous professional and trade organizations such as Louisiana Association of Business and Industry (LABI), currently on its Baton Rouge Board of Directors; Council for a Better Louisiana (CABL); Louisiana Mid-Continent Oil and Gas Association; Mississippi Manufacturer's Association; U.S. Oil and Gas Association; IPAA Natural Gas Committee; the Energy Council; and the Association of Louisiana Lobbyists (ALL); and
WHEREAS, Malcolm Hood has proved himself as an astute and persuasive consultant who contributes to public service proudly and willingly while extending courtesy to all, and is an individual who possesses an abundance of interests and talents; and
WHEREAS, Malcolm Hood is a man who does many things well; public servant; political pundit; activist; and father; and
WHEREAS, as a conservationist, hunter and fisherman, he feels a closeness to the land, and sees the wild outdoors as a sacred trust, a precious domain to be protected and treasured, then passed along to generations that follow. Always a fierce competitor, even at golf, Malcolm outmaneuvers his skilled opponents; and
WHEREAS, Malcolm garners his greatest satisfaction from achieving compromise between opposing forces, by communicating detailed analysis and information, while retaining professional confidentiality, with the positive result of a job well done; and
WHEREAS, after nearly four decades in the arena of legislative affairs, Malcolm Hood remains an indispensable asset on both sides of the aisle; and
WHEREAS, today, he faces an uphill challenge of a different sort; however, Malcolm confronts these obstacles as he does any obstruction in his path with his usual tenacity and persistence of will, along with the enduring affection and support of extended family and friends; and
WHEREAS, Malcolm Hood is a compassionate man, who has never met a stranger, who is the best kind of friend, and who is appreciative of everyone who has touched and enriched his life, and he has made a positive impact on the State of Mississippi:
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That we hereby recognize this extraordinary individual, F. Malcolm Hood, Jr., and pay tribute to his enduring skills as a lobbyist, and his contribution to the State of Mississippi.
BE IT FURTHER RESOLVED, That the Senate of the Legislature of Mississippi does hereby commend Malcolm Hood for a job well done and wish for him many more years of service to this body and does hereby wish for him every happiness in the future.
BE IT FURTHER RESOLVED, That a copy of this resolution be transmitted to Malcolm Hood.
