Senate Resolution 24

A RESOLUTION COMMENDING THE DEDICATED PUBLIC SERVICE OF FRANKLIN COUNTY CONSTABLE DISTRICT 2, JOE SPRING, UPON THE OCCASION OF HIS RETIREMENT AFTER 35 YEARS OF SERVICE.

     WHEREAS, Joe Spring, born April 27, 1941, in the Smithdale Community located in Franklin County, Mississippi, announced his plans of retirement in his decision not to seek reelection as County Constable of District 2; and

     WHEREAS, Mr. Spring had a vital role in upholding the law as well as the protection and preservation of public welfare in the holding of public trust for those in his district; and

     WHEREAS, a model standout citizen, who served this country as a member of the United States Navy from 1962 until 1965, Mr. Spring exhibited the patriotism of today, rooted in the belief that what America has to offer mankind are the ideals of human dignity and freedom; and

WHEREAS, Mr. Spring, a retiree of the International Paper Company in Natchez, Mississippi, was elected to the office of Franklin County Constable in 1971, and has served diligently for a period of 35 years after taking office in 1972; and

WHEREAS, Mr. Spring, a dedicated public servant, having given unselfishly of his time and talents, and who remains fair and professional in his dealings with the public, brought deep feelings of pride and recognition to Franklin County, as he was always available to assist the Sheriff's Office and regularly works as bailiff in the courts of Franklin County; and

     WHEREAS, though he has decided not to seek reelection, he will be sorely missed in the field by all of his colleagues, and will continue to share the love, encouragement and support of his family:  wife, Yolanda Market; and four children, two sons and two daughters; and

WHEREAS, it is with pride that we recognize and commend the career of this law enforcement professional, whose service to Franklin County and its many citizens epitomizes selfless dedication and personal sacrifice:

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That we do hereby commend the committed and dedicated service of Joe Spring upon his retirement as Franklin County Constable District 2 after 35 years of remarkable service and express sincere wishes for continued health, prosperity and success in all his future endeavors to his family and friends upon his retirement.

BE IT FURTHER RESOLVED, That this resolution be furnished to Mr. Spring and to the members of the Capitol Press Corps.
