A RESOLUTION PROPOSING A NEW SENATE RULE TO PROVIDE A SENATE POSTAGE POLICY FOR THE USE OF POSTAGE PAID FROM THE SENATE CONTINGENT FUND; AND FOR RELATED PURPOSES.

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That the following new Senate Rule is hereby adopted to read as follows:

     Senate Rule No._  .  (1)  The use of postage paid from the Senate Contingent Fund is authorized as follows:

          (a)  Official business of the Senate, which shall include (i) all matters which pertain to the operation of the Senate and the performance of official duties in connection therewith; (ii) all matters which pertain to the legislative process; (iii) mail to any agency or official of federal, state or local governments; and (iv) mail or newsletters to any person regarding actions of a past or current session of the Mississippi Legislature.

          (b)  Up to one hundred (100) pieces of correspondence per month to constituents or to any other person regarding matters of public concern by individual Senators.  Senators will be allowed unlimited postage for correspondence to other Senators or members of the House of Representatives.

     (2)  Federal regulations require that metered mail must be placed in the mail in the post office where the meter is located; therefore, any mail utilizing the Senate postage meter shall be placed in the mail in Jackson, Mississippi.
