AN ACT TO NAME THE NEW MISSISSIPPI DEPARTMENT OF EMPLOYMENT SECURITY BUILDING FOR THE LATE CLYDE KENNARD, THE FIRST AFRICAN-AMERICAN STUDENT TO APPLY FOR ADMITTANCE AT THE UNIVERSITY OF SOUTHERN MISSISSIPPI; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  The new office building for the Mississippi Department of Employment Security, Office of the Governor, located on Echelon Parkway in Jackson, Mississippi, shall be named and known as the Clyde Kennard Building.  The Department of Finance and Administration shall prepare, or have prepared, a distinctive plaque to be placed in a prominent place within the Clyde Kennard Building, which states the background and service of the late Clyde Kennard.  Clyde Kennard was an African-American decorated war Veteran and farmer who repeatedly tried to become the first black student to enroll at the University of Southern Mississippi (USM), and is remembered for his significant role in the history of the civil rights movement in Mississippi.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2007.
