AN ACT TO RESTORE THE RIGHT OF SUFFRAGE TO JOE N. SPENCER OF HINDS COUNTY, MISSISSIPPI.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  The right of suffrage is hereby fully and completely restored to Joe N. Spencer of Hinds County, Mississippi, who was disqualified as an elector as a result of his conviction of the crime of grand larceny in 1986 in Madison County, Mississippi, and who was sentenced to serve four (4) years in the custody of the Department of Corrections.  His sentence began on November 29, 1985, and he was released on parole November 25, 1986.  He was returned from parole on January 18, 1990, and was released on parole a second time on November 20, 1990.  He was discharged from parole on September 24, 1994.  Since that time the Legislature is informed he has conducted himself as a law-abiding and honorable citizen in a good and lawful manner.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
