House Resolution 34

A RESOLUTION COMMENDING AND CONGRATULATING LIEUTENANT COMMANDER DAVID E. ALLEN UPON RECEIVING THE NAVY AND MARINE CORPS COMMENDATION MEDAL AND FOR HIS OVERALL SERVICE TO THIS COUNTRY.

WHEREAS, Lieutenant Commander David E. Allen, Medical Corps, United States Naval Reserve, was awarded the Navy and Marine Corps Commendation Medal on September 29, 2006; and

WHEREAS, a scholar and a staunch believer in education, Lieutenant Commander Allen is a graduate of Mississippi State University and a graduate of the University of Mississippi Medical Center where he graduated Cum Laude in 1997; and

WHEREAS, after graduating from the University of Mississippi Medical Center, Lieutenant Commander Allen performed his internship and residency at Bethesda Naval Hospital; and

WHEREAS, Lieutenant Commander Allen was awarded a fellowship at Walter Reed Hospital in Washington and was then assigned to Portsmouth Naval Hospital in Virginia; and

WHEREAS, due to his dedicated service while at Portsmouth Naval Hospital, Lieutenant Commander Allen became head of the Nephrology Division; and

WHEREAS, while serving in this capacity, Lieutenant Commander Allen earned the Navy and Marine Corps Commendation Medal for his meritorious service in the superior performance of his duties; and

WHEREAS, specifically, Lieutenant Commander Allen earned the award for his spearheading an initiative to combine plasma exchange and hemodialysis therapies at an annual cost avoidance of over $250,000.00 and through his capable leadership productivity increased by 30%, despite decreased staffing, resulting in a deferral cost avoidance of $500,000.00; and

WHEREAS, it is the policy of the House of Representatives to recognize and commend the excellence of an individual, such as Lieutenant Commander David E. Allen whose contributions to the United States Naval Service not only reflects great credit and honor upon himself but also to this great state and country as a whole:

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend and congratulate Lieutenant Commander David E. Allen upon receiving the Navy and Marine Corps Commendation Medal and for his overall service to this great country.

BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Lieutenant Commander David E. Allen and to the members of the Capitol Press Corps.
