AN ACT TO RESTORE THE RIGHT OF SUFFRAGE TO EDWARD CARTER, SR., OF CLAIBORNE COUNTY, MISSISSIPPI.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  The right of suffrage is hereby fully and completely restored to Edward Carter, Sr., of Claiborne County, Mississippi, who was disqualified as an elector as a result of his conviction of the crime of embezzlement in 1998 in Claiborne County, Mississippi, and who was sentenced to serve one (1) year in the custody of the Department of Corrections.  He was released on April 9, 1999, on expiration of sentence and placed on probation with a projected discharge date of April 9, 2003, and completed his probation on April 11, 2003.  He has since conducted himself as a law-abiding and honorable citizen in a good and lawful manner.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
