COMMITTEE AMENDMENT NO 1 PROPOSED TO

House Bill No.  206

     Amend by striking all after the enacting clause and inserting in lieu thereof the following:

 


     SECTION 1.  (1)  There is hereby created a task force to conduct a study regarding the desirability and feasibility of state aid for mega sites located in this state.  As used in this section, the term "mega site" means a site that has been certified as such by the Tennessee Valley Authority, Entergy, Mississippi Power Company or any other entity recognized by the Mississippi Development Authority as capable of such certification.  The purpose of such study is to examine the desirability and feasibility of state aid for mega sites in this state and, if it is determined that state aid is desirable and feasible, the type of aid that the state should offer.  The membership of the task force shall include the following members:

          (a)  The Chairman of the Senate Finance Committee;

          (b)  The Chairman of the Ways and Means Committee of the House of Representatives;

          (c)  Four (4) members of the Senate appointed by the Lieutenant Governor, one (1) from each congressional district;

          (d)  Four (4) members of the House appointed by the Speaker of the House of Representatives, one (1) from each congressional district;

          (e)  The President of the Mississippi Association of Supervisors, or his designee;

          (f)  The President of the Mississippi Municipal League, or his designee;

          (g)  The Chairman of the State Tax Commission, or his designee;

          (h)  The Executive Director of the Mississippi Development Authority, or his designee;

          (i)  Three (3) members of the general public appointed by the Lieutenant Governor;

          (j)  Three (3) members of the general public appointed by the Speaker of the House of Representatives; and

          (k)  Three (3) members of the general public appointed by the Governor.

     (2)  The task force shall make a report of its findings and recommendations, including necessary legislation, to the Legislature, the Lieutenant Governor and the Governor by not later than January 1, 2007.

     (3)  The chairman of the task force shall be the Executive Director of the Mississippi Development Authority.  The chairman of the task force shall call a meeting within thirty (30) days of the effective date of this act and the task force shall elect such other officers as it may deem appropriate.  A majority of the members of the committee shall constitute a quorum.  All members shall be notified in writing of all meetings, such notices to be mailed at least five (5) days prior to the date on which a meeting is to be held.

     (4)  Legislative members of the task force shall be paid from the contingent expense funds of their respective houses in the same amounts as provided for committee meetings when the Legislature is not in session.  Nonlegislative members of the task force who are not state employees shall be reimbursed for actual necessary expenses in attending called meetings of the task force, to be paid from any funds made available for such purpose by the Legislature.

     (5)  All state agencies are hereby directed to cooperate with the task force in formulating and preparing its recommendations.

     (6)  Upon presentation of its final report, the task force shall be dissolved.

     SECTION 2.  This act shall take effect and be in force from and after its passage.


     Further, amend by striking the title in its entirety and inserting in lieu thereof the following:

 


     AN ACT TO CREATE A TASK FORCE TO CONDUCT A STUDY REGARDING THE DESIRABILITY AND FEASIBILITY OF STATE AID FOR MEGA SITES LOCATED IN THIS STATE; TO REQUIRE THE TASK FORCE TO MAKE A REPORT OF ITS FINDINGS TO THE LEGISLATURE, THE LIEUTENANT GOVERNOR AND THE GOVERNOR BY NOT LATER THAN JANUARY 1, 2007; AND FOR RELATED PURPOSES.
