A RESOLUTION COMMENDING THE MANY YEARS OF DEDICATED LEGISLATIVE AND COMMUNITY SERVICE OF REPRESENTATIVE CHARLES L. YOUNG, SR., AND CONGRATULATING HIM UPON BEING HONORED BY THE LAUDERDALE COUNTY HUMAN RELATIONS COMMISSION AT THE CARNEGIE LIBRARY RENOVATION PROJECT APPRECIATION DINNER ON MAY 20, 2006.

     WHEREAS, Representative Charles L. Young, Sr., through his dedicated legislative and community service, epitomizes humanitarianism at its best; and

     WHEREAS, born August 27, 1931, to E.F. and Velma Beal Young in Meridian, Mississippi, and educated in the Meridian Public School System and subsequently earning a bachelor's degree in business administration from Tennessee State University, Representative Young has remained committed to education, as it keeps the door to opportunities open; and

     WHEREAS, a veteran of the United States Army, having served during the Korean Conflict and receiving several service medals, including the Bronze Star of Valor, Representative Young's commitment to his nation, state and community continues through his public service which spans more than 26 years; and

     WHEREAS, a local pioneer of the Civil Rights Movement, Representative Young dared to make a difference, becoming the first African-American member of the Meridian Chamber of Commerce at a time when it was unpopular for African Americans to have such affiliations; and

     WHEREAS, dedicated to children and their education, Representative Young focused his efforts on helping low income children by creating Head Start in Mississippi, providing many young children the opportunity to have an early childhood education; and

     WHEREAS, as Chairman of the House Universities and Colleges Committee, Representative Young is one of the most highly respected members of the Mississippi Legislature, where his work has had a profound impact in the Meridian and Lauderdale County areas; and

     WHEREAS, continuing to blaze new trails and opening new doors for the betterment of children, Representative Young's humanitarian contributions have extended to aiding the efforts to revitalize the Carnegie Library, Meridian's and possibly Mississippi's first library funded by the Carnegie Foundation to be used specifically for African-American citizens, built in 1912; and

     WHEREAS, it is the policy of the House of Representatives to commend one if its own, for his paramount selflessness and undaunted commitment for equal, educational and career opportunities for all children of Mississippi, as evidenced by the life, zeal and career of Representative Young:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend the many years of dedicated legislative and community service of Representative Charles L. Young, Sr., congratulate him upon being honored by the Lauderdale County Human Relations Commission at the Carnegie Library Renovation Project  Appreciation Dinner on May 20, 2006, and express best wishes for  continued success in all his future endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Representative Young, the Lauderdale County Human Relations Commission and to the members of the Capitol Press Corps.
