A CONCURRENT RESOLUTION SUSPENDING THE DEADLINES FOR THE PURPOSE OF THE FURTHER CONSIDERATION AND PASSAGE OF CERTAIN BILLS THAT DIED IN CONFERENCE.

     BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That the Joint Rules of the House and the Senate, including all the deadlines and other provisions imposed by Joint Rule No. 40, are suspended for the purpose of permitting the further consideration and passage of the following bills that died in conference:

     HOUSE BILL NO. 744:

     AN ACT TO AMEND SECTION 27-7-22.23, MISSISSIPPI CODE OF 1972, WHICH PROVIDES FOR AN INCOME TAX CREDIT FOR PORT FACILITIES AT STATE, COUNTY AND MUNICIPAL PORTS FOR IMPORT OF CARGO, TO ADD A DATE OF REPEAL ON THAT SECTION; TO AMEND SECTION 27-7-22.24, MISSISSIPPI CODE OF 1972, WHICH REQUIRES THE MISSISSIPPI DEVELOPMENT AUTHORITY TO MAKE ANNUAL INCOME TAX CREDIT IMPACT REPORTS, TO ADD A DATE OF REPEAL ON THAT SECTION; TO REPEAL SECTION 3, CHAPTER 530, LAWS OF 2004, WHICH PROVIDES FOR THE REPEAL OF THOSE SECTIONS; AND FOR RELATED PURPOSES.

     HOUSE BILL NO. 1492:

     AN ACT TO AUTHORIZE THE ISSUANCE OF STATE GENERAL OBLIGATION BONDS IN THE AMOUNT OF $4,000,000.00 TO PROVIDE FUNDS TO ASSIST WAYNE COUNTY, CLARKE COUNTY, LAUDERDALE COUNTY, TISHOMINGO COUNTY, ALCORN COUNTY, UNION COUNTY, LAFAYETTE COUNTY AND TIPPAH COUNTY, AND MUNICIPALITIES LOCATED WITHIN SUCH COUNTIES, IN PAYING COSTS ASSOCIATED WITH CONSTRUCTION AND IMPROVEMENT OF RAILROAD LINES AND RELATED FACILITIES LOCATED IN SUCH COUNTIES AND WHICH CONSTITUTE PART OF A COOPERATIVE PLAN OF SUCH COUNTIES FOR THE IMPROVEMENT OF RAIL TRANSPORTATION; AND FOR RELATED PURPOSES.

     HOUSE BILL NO. 1495:

     AN ACT TO AUTHORIZE THE ISSUANCE OF GENERAL OBLIGATION BONDS OF THE STATE OF MISSISSIPPI FOR THE PURPOSE OF PROVIDING FUNDS FOR REPAIR, RENOVATION, FURNISHING AND EQUIPPING OF THE OLD CAPITOL AND TENANT BUILD-OUT EXPENSES RELATED TO REPAIR AND RENOVATION OF THE OLD CAPITOL; TO AMEND SECTIONS 1 THROUGH 16, CHAPTER 543, LAWS OF 2002, TO EXTEND THE PERIOD WITHIN WHICH BONDS AUTHORIZED UNDER SUCH LAW FOR THE MISSISSIPPI COMMUNITY HERITAGE PRESERVATION GRANT FUND MAY BE ISSUED; AND FOR RELATED PURPOSES.

     HOUSE BILL NO. 1634:

     AN ACT TO AUTHORIZE THE ISSUANCE OF STATE GENERAL OBLIGATION BONDS FOR THE PURPOSE OF MAKING CAPITAL IMPROVEMENTS FOR INSTITUTIONS OF HIGHER LEARNING, STATE AGENCIES AND COMMUNITY AND JUNIOR COLLEGES; TO AUTHORIZE THE ISSUANCE OF STATE GENERAL OBLIGATION BONDS FOR THE PURPOSE OF PROVIDING FUNDS FOR THE SOUTHERN ARTS AND ENTERTAINMENT CENTER; TO AUTHORIZE THE ISSUANCE OF STATE GENERAL OBLIGATION BONDS TO PROVIDE FUNDS FOR CAPITAL IMPROVEMENTS AT AN ECONOMIC DEVELOPMENT AND TOURISM DESTINATION FACILITY IN HANCOCK COUNTY, MISSISSIPPI, THAT FEATURES A SPACE, SCIENCE AND EDUCATION CENTER; TO REQUIRE THE COMMITMENT OF A CERTAIN AMOUNT OF PRIVATE, LOCAL OR FEDERAL FUNDS FOR SUCH PROJECT AS A CONDITION PRECEDENT TO THE ISSUANCE OF SUCH BONDS; TO AMEND SECTION 57-75-5, MISSISSIPPI CODE OF 1972, TO REVISE THE DEFINITION OF THE TERM "PROJECT" UNDER THE MISSISSIPPI MAJOR ECONOMIC IMPACT ACT; TO AMEND SECTION 57-75-15, MISSISSIPPI CODE OF 1972, TO AUTHORIZE THE ISSUANCE OF BONDS FOR CERTAIN PROJECTS UNDER THE MISSISSIPPI MAJOR ECONOMIC IMPACT ACT; TO AMEND SECTIONS 3 THROUGH 18, CHAPTER 541, LAWS OF 2001, AS LAST AMENDED BY CHAPTER 1, LAWS OF 2004 THIRD EXTRAORDINARY SESSION, TO INCREASE THE AMOUNT OF STATE GENERAL OBLIGATION BONDS THAT MAY BE ISSUED FOR THE PURPOSE OF PROVIDING FUNDS FOR THE BUILDING FUND FOR THE ARTS; TO AMEND SECTION 39-11-13, MISSISSIPPI CODE OF 1972, IN CONFORMITY THERETO; TO AMEND SECTIONS 210 THROUGH 226, CHAPTER 1, LAWS OF 2004 THIRD EXTRAORDINARY SESSION, AS AMENDED BY CHAPTER 458, LAWS OF 2005, TO INCREASE THE AMOUNT OF GENERAL OBLIGATION BONDS AUTHORIZED TO BE ISSUED FOR THE MISSISSIPPI MUSEUM OF ART FUND; TO AUTHORIZE THE ISSUANCE OF GENERAL OBLIGATION BONDS OF THE STATE OF MISSISSIPPI FOR THE PURPOSE OF PROVIDING FUNDS FOR THE REPAIR, RENOVATION, FURNISHING AND EQUIPPING OF A BUILDING AND FACILITIES FOR A NEW STATE RECORDS CENTER AT THE OLD FARMERS' MARKET LOCATION IN JACKSON, MISSISSIPPI, AND EXPENSES RELATED TO MOVING RECORDS TO THE NEW CENTER; AND FOR RELATED PURPOSES.

     HOUSE BILL NO. 1638:

     AN ACT TO AUTHORIZE THE ISSUANCE OF $50,000,000.00 IN STATE GENERAL OBLIGATION BONDS TO PROVIDE FUNDS FOR THE DESIGN OF, PURCHASE OF EQUIPMENT FOR, AND CONSTRUCTION OF A STATEWIDE WIRELESS COMMUNICATION SYSTEM; TO PROVIDE THAT THE BOND PROCEEDS SHALL BE DEPOSITED INTO THE INTEGRATED PUBLIC SAFETY COMMUNICATIONS FUND; TO AUTHORIZE THE ISSUANCE OF $10,000,000.00 IN STATE GENERAL OBLIGATION BONDS TO PROVIDE FUNDS FOR THE CONSTRUCTION OF A COOPERATIVE DATA CENTER FOR THE MISSISSIPPI DEPARTMENT OF INFORMATION TECHNOLOGY SERVICES; AND FOR RELATED PURPOSES.

     SENATE BILL NO. 3080:

     AN ACT TO AMEND SECTIONS 3 THROUGH 18, CHAPTER 541, LAWS OF 2001, AS AMENDED, TO INCREASE THE AMOUNT OF STATE GENERAL OBLIGATION BONDS THAT MAY BE ISSUED FOR THE PURPOSE OF PROVIDING FUNDS FOR THE BUILDING FUND FOR THE ARTS; TO AMEND SECTION 39-11-13, MISSISSIPPI CODE OF 1972, IN CONFORMITY THERETO; TO AMEND SECTIONS 210 THROUGH 226, CHAPTER 1, LAWS OF THE THIRD EXTRAORDINARY SESSION OF 2004, AS AMENDED, TO INCREASE THE AMOUNT OF GENERAL OBLIGATION BONDS AUTHORIZED TO BE ISSUED FOR THE MISSISSIPPI MUSEUM OF ART FUND; AND FOR RELATED PURPOSES.

     SENATE BILL NO. 3086:

     AN ACT TO AUTHORIZE THE ISSUANCE OF $20,000,000.00 IN STATE GENERAL OBLIGATION BONDS TO PROVIDE FUNDS FOR THE LOCAL SYSTEM BRIDGE REPLACEMENT AND REHABILITATION FUND; TO AMEND SECTION 65-37-13, MISSISSIPPI CODE OF 1972, TO PROVIDE THAT THE LEGISLATURE SHALL NOT BE REQUIRED TO APPROPRIATE FUNDS DURING THE 2006 REGULAR SESSION FOR DEPOSIT INTO THE LOCAL SYSTEM BRIDGE REPLACEMENT AND REHABILITATION FUND; AND FOR RELATED PURPOSES.

     SENATE BILL NO. 2922:

     AN ACT TO AMEND SECTION 41-41-33, MISSISSIPPI CODE OF 1972, TO REQUIRE THAT A WOMAN BE GIVEN THE OPPORTUNITY TO VIEW A SONOGRAM OR LISTEN TO THE HEARTBEAT OF HER UNBORN CHILD BEFORE CONSENTING TO AN ABORTION; TO AMEND SECTION 41-41-39, MISSISSIPPI CODE OF 1972, TO CLARIFY CRIMINAL PENALTIES FOR VIOLATIONS OF THIS ACT; AND FOR RELATED PURPOSES.
