A CONCURRENT RESOLUTION COMMENDING AND CONGRATULATING MASTER SERGEANT BOBBY G. REED OF THE MISSISSIPPI HIGHWAY SAFETY PATROL UPON THE OCCASION OF HIS RETIREMENT.

     WHEREAS, Master Sergeant Bobby G. Reed of Walls, Mississippi, a cadet instructor at the Law Enforcement Training Academy, has announced his pending retirement from the Mississippi Highway Safety Patrol after 33 years of dedicated and committed service to the patrol and the citizens of this state; and

     WHEREAS, Officer Reed, who presently serves as President of the Mississippi State Troopers Association, and who is a graduate of the Mississippi Law Enforcement Training Academy, the FBI Police Firearms Course, the NRA Police Firearms Course, the FBI Street Survival School, the Memphis Police Department SWAT School, and the Tactical Explosive Entry School, has received 41 letters of commendation over his illustrious career; and

     WHEREAS, Officer Reed, a member of the Mississippi Highway Patrol Pistol Team since 1975, and a member of the prestigious Practical Police Combat "1490 Club" for excellence in shooting, has won several National Four-Man Team Championships for shooting competitions and is a five-time team National and World Champion in the Practical Police Combat Competitions; and

     WHEREAS, Officer Reed's outstanding shooting skills and training have also earned him the "Distinguished Revolver and Automatic Handgun Badge" from the NRA; the "Governor's Prestigious 20 Award" in December 1984, which features the top 20 law enforcement shooters throughout Mississippi; the "Top Cop Award" in 1993, a competition requiring physical agility skills and shooting ability; two bronze medals at the 1991 World Police and Firemen Games; and gold, silver and bronze medals in international competition at the Ecuador Presidents Match; and

     WHEREAS, a regular competitor in the Soldier of Fortune Three-Gun Match and a top 10 finisher, Officer Reed has also participated in the Bianchi Cup action pistol shooting competition, the Second Chance pistol match sponsored by Body Armor and the Steel Challenge IPFC pistol match; and

     WHEREAS, Officer Reed has furthered his training and value to the Mississippi Highway Safety Patrol by earning certificates in basic two-way radio operations, fundamentals for radiological monitors, emergency vehicle operations and Doppler Radar operations; and

     WHEREAS, in addition to performing his assigned law enforcement duties, Officer Reed regularly volunteers his time and talents by teaching self-defense classes to civic groups, churches and, most recently, to members of the Mississippi Legislature and the Mississippi Legislative Staff; and

     WHEREAS, Officer Reed takes great pride in having initiated the idea and spearheaded the drive to create the Law Enforcement and Fire Fighters' Katrina Relief Fund which has raised more than $500,000.00 in financial assistance for those first responders on the Mississippi Gulf Coast whose homes were destroyed during the storm; and

     WHEREAS, it is with great pride that we recognize the dedication and commitment to public service of Officer Reed whose public service has brought honor not only to himself but also to the Department of Public Safety and to the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend and congratulate the long and distinguished service of Master Sergeant Bobby G. Reed upon the occasion of his retirement after 33 years of outstanding service, and extend to him our best wishes for all his future endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Master Sergeant Reed, to the Commissioner of Public Safety and to the members of the Capitol Press Corps.
