AN ACT TO PROHIBIT APPOINTMENTS TO SERVE ON ANY STATE BOARD OR COMMISSION, OR TO SERVE AS EXECUTIVE HEAD OF ANY STATE AGENCY OR DEPARTMENT, UNTIL SUCH TIME AS THE JOINT LEGISLATIVE BUDGET COMMITTEE, BY MAJORITY VOTE, RECOMMENDS OTHERWISE; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  Notwithstanding any law to the contrary, due to the severe budget concerns during the 2006 fiscal year, no appointments to serve on any state board or commission, nor any appointments to serve as executive head of any state agency or department, shall be made by any elected state official until such time as the Joint Legislative Budget Committee, by majority vote, recommends otherwise.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
