House Concurrent Resolution 19

A CONCURRENT RESOLUTION TO AMEND THE JOINT RULES OF THE SENATE AND HOUSE OF REPRESENTATIVES BY ADDING A NEW RULE TO PRESCRIBE THE FORM OF PRESENTATION OF CHANGES TO EXISTING LAWS IN BILLS AND RESOLUTIONS, BY REQUIRING THAT DELETED LANGUAGE BE INDICATED.

     BE IT RESOLVED BY THE MISSISSIPPI STATE SENATE, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That the Joint Rules of the Senate and the House are amended by adding a new rule to read as follows:

     9A.  Beginning with the 2006 Regular Legislative Session, a bill or resolution that proposes a change to an existing law or constitutional section shall be presented to the Legislature for its consideration in the format set forth in this rule; however, the provisions of this rule shall not require the publishing, in the Mississippi Code of 1972 or otherwise, of any law enacted by the Legislature in this format.

          (a)  A change which deletes (without replacing) existing language shall be indicated by typewritten strikeouts of the language being eliminated.

          (b)  A change which adds new language shall be indicated by typewritten underlining of the new language.

          (c)  A change which deletes existing language by replacing it with new language shall be indicated by typewritten strikeouts of the language being replaced followed by typewritten underlining of the new language.
