Senate Concurrent Resolution 565

A CONCURRENT RESOLUTION COMMENDING AND CONGRATULATING FIONA GISPEN, A JUNIOR AT OXFORD HIGH SCHOOL, FOR MAKING A PERFECT SCORE ON THE ACT COLLEGE ENTRANCE EXAMINATION.

     WHEREAS, Fiona Gispen, a Junior at Oxford High School in Oxford, Mississippi, was the only college-bound student in Mississippi and one of only 38 in the nation to make a perfect score on the American College Test (ACT) college entrance examination; and

     WHEREAS, Fiona Gispen, the daughter of Kees and Jean Gispen, scored 36 on the December examination; and

     WHEREAS, the test was taken by 12,500 Mississippi students and 332,000 students nationwide.  The national average score for the 2003 graduating class was 20.8; and

     WHEREAS, the ACT consists of tests in English, Mathematics, Reading and Science.  Each test is scored from 1 to 36, and the student's composite score is the average of the four test scores; and

     WHEREAS, Fiona was also one of the top scorers on the fourth-year National German Examination and was a member of Oxford High School's State Champion Math and Science Team; and

     WHEREAS, Fiona's determination to achieve academic excellence has earned for her and her community the respect and admiration of the Legislature and of the citizens of the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend and congratulate Fiona Gispen, a Junior at Oxford High School in Oxford, Mississippi, for her academic honors and awards and for making a perfect score on the ACT college entrance examination, and wish her continued success in her future academic endeavors.

     BE IT FURTHER RESOLVED, That a copy of this resolution be presented to Fiona Gispen and her family, and be made available to the Capitol Press Corps.
