A CONCURRENT RESOLUTION COMMENDING THE HONORABLE AND FAITHFUL SERVICE OF MRS. ELIZABETH C. POWERS OF GREENWOOD, MISSISSIPPI, UPON THE OCCASION OF HER RETIREMENT FROM THE MISSISSIPPI ETHICS COMMISSION.

     WHEREAS, on November 15, 1983, Elizabeth C. Powers of Greenwood, Mississippi, was appointed by the Honorable Neville Patterson, former Chief Justice of the Mississippi Supreme Court, to serve as a member of the Mississippi Ethics Commission; and

     WHEREAS, Elizabeth C. Powers has served the State of Mississippi honorably and faithfully during her twenty-year tenure on the Mississippi Ethics Commission; and

     WHEREAS, Elizabeth C. Powers' twenty-year tenure on the Mississippi Ethics Commission garners her the honor of being the third longest serving member of the Mississippi Ethics Commission; and

     WHEREAS, Elizabeth C. Powers has faithfully served as Secretary of the Mississippi Ethics Commission since November 4, 1994; and

     WHEREAS, Elizabeth C. Powers has exhibited a personal standard of conduct which has greatly enhanced the Mississippi Ethics Commission's ability to discharge its responsibility of promoting ethics in government and has earned her the utmost respect from her fellow commission members, past and present; and

     WHEREAS, Elizabeth C. Powers has freely contributed to the Mississippi Ethics Commission her experience and knowledge in the operation of government, which has been of an immeasurable benefit to her fellow commission members and the commission's staff, past and present; and

     WHEREAS, Elizabeth C. Powers has been a courageous and unmistakable defender of the principles of government ethics in the public and legal domains during her tenure on the Mississippi Ethics Commission; and

     WHEREAS, Elizabeth C. Powers will forever remain in the hearts and minds of her fellow commission members and the commission's staff, past and present, as a fellow compatriot in the historical struggle to implement the ethics in government laws; and

     WHEREAS, Elizabeth C. Powers has shown a loyalty to the Democratic ideal, surpassed only by her loyalty to the Mississippi Ethics Commission; and

     WHEREAS, Elizabeth C. Powers' departure on January 30, 2004, from membership on the Mississippi Ethics Commission was sadly observed by her fellow commission members and the commission's staff:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend the honorable and faithful service of Mrs. Elizabeth C. Powers of Greenwood, Mississippi, for her outstanding service to the citizens of the State of Mississippi as a member of the Mississippi Ethics Commission on the occasion of her retirement after a twenty-year tenure, and extend to her and her family the best wishes of the Legislature on her future endeavors.

     BE IT FURTHER RESOLVED, That this resolution be presented to Mrs. Powers and her family, be forwarded to the Executive Director of the Mississippi Ethics Commission and be made available to the Capitol Press Corps.
