A CONCURRENT RESOLUTION COMMENDING AND CONGRATULATING MS. FIONA GISPEN, A JUNIOR AT OXFORD HIGH SCHOOL, FOR MAKING A PERFECT SCORE ON THE ACT COLLEGE ENTRANCE EXAMINATION.

     WHEREAS, Ms. Fiona Gispen, a junior at Oxford High School in Oxford, Mississippi, was the only college-bound student in Mississippi and one of only 38 in the nation to make a perfect score on the American College Test (ACT) college entrance examination; and

     WHEREAS, Ms. Gispen, the daughter of Kees and Jean Gispen, scored 36 on the December 2003 examination; and

     WHEREAS, the test was taken by 12,500 Mississippi students and 332,000 students nationwide, and the national average score for the 2003 graduating class was 20.8; and

     WHEREAS, the ACT consists of tests in English, mathematics, reading and science with each test being scored from 1 to 36, and the student's composite score is the average of the four test scores; and

     WHEREAS, Ms. Gispen was also one of the top scorers on the fourth-year National German Examination and was a member of Oxford High School's State Champion Math and Science Team; and

     WHEREAS, Ms. Gispen's determination to achieve academic excellence has earned for her and her community the respect and admiration of the Legislature and of the citizens of the State of Mississippi; and

     WHEREAS, it is the policy of this Legislature to recognize and commend outstanding young Mississippians such as Ms. Gipsen for her outstanding academic achievement:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend and congratulate Ms. Fiona Gispen, a junior at Oxford High School in Oxford, Mississippi, for making a perfect score on the ACT college entrance examination, and express our heartiest wishes for success in all her future endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Ms. Fiona Gispen and to the members of the Capitol Press Corps.
