AN ACT TO AUTHORIZE THE GOVERNING AUTHORITIES OF THE CITY OF VICKSBURG, MISSISSIPPI, TO CONTRACT WITH THE GOVERNING AUTHORITIES OF ANY PARISH IN THE STATE OF LOUISIANA THAT BORDERS WARREN COUNTY, MISSISSIPPI, TO PROVIDE FOR THE HOUSING, CARE AND CONTROL OF INMATES OF THE CITY OF VICKSBURG; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  The governing authorities of the City of Vicksburg, Mississippi, may (a) contract with the governing authorities of any parish in the State of Louisiana that borders Warren County, Mississippi, to provide for the housing, care and control of inmates of the City of Vicksburg, Mississippi, in a detention center of the parish with which the governing authorities of the City of Vicksburg, Mississippi, contracts provided that such inmates are not state prisoners, are not convicts of a felony, do not have histories of escape, and provided that the facility in which the offenders are incarcerated meets standards consistent with American Correctional Association Standards; and (b) enter into agreements relating to a contract entered into under this act which extend the contract for time periods that are acceptable to the parties, notwithstanding any provision or rule of law to the contrary.  Upon completion of an offender's sentence of imprisonment, the offender shall be returned to the City of Vicksburg, Mississippi, for official release.

     SECTION 2.  This act shall take effect and shall be in force from and after its passage.
