AN ACT TO ESTABLISH THE RIGHT OF ALL CITIZENS OF THE STATE OF MISSISSIPPI TO HUNT, FISH AND HARVEST GAME IN THIS STATE; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  All citizens of the State of Mississippi shall have the right to hunt, fish and harvest game in this state subject only to such restrictions and regulations as may be enacted by the Legislature or the United States Congress.

     SECTION 2.  The Legislature directs the Director of the Department of Wildlife, Fisheries and Parks to promulgate policies to allow for the participants of one-day fishing events sponsored by charitable groups to fish without a license.  This policy shall apply to all persons under the age of twenty-one (21) or all persons participating in a parent-child theme event fishing from a bank, pier, dock or electric motor-driven boat. 

     SECTION 3.  This act shall take effect and be in force from and after July 1, 2004.
