AN ACT TO PROHIBIT PRIVATELY OPERATED CORRECTIONAL FACILITIES FROM IMPORTING GOODS MANUFACTURED USING INMATE LABOR OF ANOTHER STATE INTO THE STATE OF MISSISSIPPI TO BE USED BY INMATES HOUSED IN INSTATE FACILITIES; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  A privately operated correctional facility shall not procure goods, to be used by inmates housed in Mississippi facilities, that have been manufactured using inmates in a correctional system of another state if Mississippi Prison Industries is presently manufacturing the same goods using Mississippi inmates, unless the cost of the goods and services can be procured at a price that is at least thirty percent (30%) less than the cost of the same goods and services provided by Mississippi Prison Industries Corporation.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2004; and shall stand repealed from and after July 1, 2005.
