     Amend line 442 by inserting the following after the semicolon:

however, the authority may construct such surface water transmission lines only after examining proposals from interested public agencies and water providers and selecting the proposal that provides surface water to the project and other consumers at the lowest cost per one thousand (1,000) gallons;

     FURTHER, amend line 528 by placing the following after the word "lines":

, water treatment facilities and/or related facilities

     Further amend line 11 of the title by placing the following after the semicolon:

TO PROVIDE THAT THE AUTHORITY MAY CONSTRUCT SURFACE WATER TRANSMISSION LINES AFTER EXAMINING PROPOSALS AND SELECTING THE PROPOSAL THAT PROVIDES WATER TO CONSUMERS AT THE LOWEST PRICE;
