A CONCURRENT RESOLUTION COMMENDING AND CONGRATULATING MR. SAMUEL WEBB SCALES, CIVILIAN AIDE TO THE SECRETARY OF THE ARMY FOR THE STATE OF MISSISSIPPI, UPON THE OCCASION OF HIS RETIREMENT FROM THIS POSITION AND FOR HIS EXEMPLARY MILITARY SERVICE.

     WHEREAS, appointed in April of 1990, Mr. Samuel Webb Scales retired in September 2002, as Civilian Aide to the Secretary of the Army for the State of Mississippi; and

     WHEREAS, civilian aides advise the Secretary of the Army, the Army Chief of Staff and the Continental U.S. Army Commander in the area of military jurisdiction where the aide lives; and

     WHEREAS, civilian aides are appointed by the Secretary of the Army on the basis of demonstrated patriotism, their interest in the Army, business and professional leadership, and the ability to increase public understanding of the Army; and

     WHEREAS, Mr. Scales served in the U.S. Marine Corps from 1941-1945 and attained the rank of Sergeant Major.  He served in the U.S. Army Reserve from 1948-1972 and retired as a Lieutenant Colonel.  During that time he served in various assignments to include:  Troop Commander, Calvary; Aide de Camp, CG, Armored Division; Battalion Commanding Officer, Armor; General Staff Officer, Joint General Staff, Thailand; General Staff Officer, Australian Army; and

     WHEREAS, Mr. Scales is a native of Starkville, Mississippi, and his impressive resume includes the following:  Chairman of the Board of American Bristol Insurance Company; a graduate of Starkville High School; the University of the South, Sewanee, Tennessee; Mississippi State University; Vanderbilt Law School; Vice President of First National Bank, Harlingen, Texas; Chairman of the Board, Starr Associates, Bangkok, Thailand; Liaison Officer, Phoenix Assurance, Sydney, Australia; Chairman of the Board, Servicios Y Comisiones Continental S.A. de C.V., Mexico City; Senior Vice President of Continental Insurance Company and Regional Manager for Latin American, Panama, R.P.; CEO or Director of companies in the following countries:  Mexico, Guatemala, Panama, Venezuela, Columbia, Chile, Brazil, Argentina and the Dominican Republic; and Corporate Officer of 14 U.S. Corporations; and

     WHEREAS, Mr. Scales is a member of the Association of the U.S. Army (AUSA); Navy League; Sigma Chi Fraternity; and the Episcopal Church.  Mr. Scales and his wife, Bette, live in Starkville, Mississippi, and they have three children; and

     WHEREAS, it is with great pride that we recognize the accomplishments of this Mississippian who has brought honor to his community, his state and to his country:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby congratulate Lt. Colonel Samuel Webb Scales, Civilian Aide to the Secretary of the Army for the State of Mississippi, upon the occasion of his retirement from this esteemed position and commend him for his exemplary military service record.

     BE IT FURTHER RESOLVED, That this resolution be presented to Sam Scales and his family, be forwarded to the Secretary of the Army, and be made available to the Capitol Press Corps.
