A RESOLUTION COMMENDING AND CONGRATULATING MS. ALLISON BLACKWELL ON RECEIVING A 2003 PRUDENTIAL SPIRIT OF COMMUNITY AWARD FOR HER EXEMPLARY VOLUNTEER SERVICE.

     WHEREAS, Ms. Allison Blackwell, an esteemed resident of Hattiesburg, Mississippi, and a senior at Hattiesburg High School has achieved national recognition for outstanding volunteer service by receiving a 2003 Prudential Spirit of Community Award; and

     WHEREAS, this prestigious award, presented by Prudential Financial in partnership with the National Association of Secondary School Principals, honors young volunteers, such as Allison Blackwell, across America who have demonstrated an extraordinary commitment to serving their communities; and

     WHEREAS, Ms. Blackwell earned this significant award by giving generously of her time and energy to create a community network known as "PHASE One" that provides volunteers and financial donations to a local elementary school whose students were at risk of failing; and

     WHEREAS, it is the policy of the House of Representatives of the State of Mississippi to recognize and pay tribute to a young person, such as Allison Blackwell, who uses her considerable talents and resources to serve others to contribute to the overall vitality of American society:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we commend and congratulate Ms. Allison Blackwell on receiving a 2003 Prudential Spirit of Community Award for her exemplary volunteer service.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Ms. Allison Blackwell and members of the Capitol Press Corps.
