House Concurrent Resolution 72

A CONCURRENT RESOLUTION COMMENDING MR. BILL FINNEY COSSAR FOR HIS MANY YEARS OF OUTSTANDING SERVICE AND CONGRATULATING HIM UPON HIS RETIREMENT.

     WHEREAS, Mr. Bill Finney Cossar, a native of Charleston, Mississippi, is retiring after 41 years of service with Entergy, formerly known as Mississippi Power and Light (MP&L); and

     WHEREAS, Mr. Cossar attended the public schools in Charleston before earning his bachelor's degree in business administration at the University of Mississippi; and

     WHEREAS, Mr. Cossar began his employment with MP&L on February 12, 1962, as a residential salesman; and

     WHEREAS, in 1965, Mr. Cossar was promoted to Local Manager of MP&L's Durant office and also served as President of the Durant Rotary Club; and

     WHEREAS, after working for one year as a development engineer, Mr. Cossar was promoted to Local Manager of the Brandon/Morton office in 1969; and

     WHEREAS, Mr. Cossar served as Commissioner of Baseball for Brandon, President of the Brandon Lion's Club, board member of the National Advisory Board of the American Red Cross, Central Mississippi Chairman and Chairman of Volunteers for the State of Mississippi; and

     WHEREAS, Mr. Cossar joined MP&L's Governmental Affairs staff in 1977, and in 1987, he was promoted to Vice President of Governmental Affairs; and

     WHEREAS, Mr. Cossar was appointed by Governors Bill Allain and Ray Mabus to serve on the Board of Economic Development and was appointed by Governor Ronnie Musgrove to serve on the Mississippi Personnel Board; and

     WHEREAS, in addition, Mr. Cossar served as Vice President of Keep Mississippi Beautiful, President of the Board of Governors of the Capital Club, Director of the University of  Mississippi Alumni Association and President of House Corporation of Sigma Nu Fraternity; and

     WHEREAS, it is the policy of the Legislature to recognize and commend outstanding Mississippians such as Mr. Cossar, who has faithfully served his employer and community for many years:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend Mr. Bill Finney Cossar upon his many years of outstanding service, congratulate him upon his retirement and extend our warmest wishes for success in all his future endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Mr. Bill Finney Cossar and to the members of the Capitol Press Corps.
