AN ACT TO REQUIRE THE UNIVERSITY OF MISSISSIPPI, MISSISSIPPI STATE UNIVERSITY, THE UNIVERSITY OF SOUTHERN MISSISSIPPI AND JACKSON STATE UNIVERSITY TO PLAY FOOTBALL AGAINST EACH OTHER AT THE MISSISSIPPI VETERANS MEMORIAL STADIUM IN JACKSON ON A ROTATING BASIS SO THAT EACH UNIVERSITY PLAYS THE OTHERS EVERY THREE YEARS; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  The Board of Trustees of State Institutions of Higher Learning shall require the University of Mississippi, Mississippi State University, the University of Southern Mississippi and Jackson State University to each compete in football against another university named in this section every year at Mississippi Veterans Memorial Stadium in Jackson, beginning in the 2003 season.  The games between these universities shall rotate triennially so that each year during a cycle of three (3) consecutive years, each school will compete against a university other than the universities against which the school competed during the preceding two (2) seasons.

     (2)  This section may not be construed to prohibit the University of Mississippi, Mississippi State University, the University of Southern Mississippi or Jackson State University from competing against more than one (1) other university named in this section during the same year.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2003.
