A CONCURRENT RESOLUTION RECOGNIZING THE OFFICIAL GOVERNMENT WEBSITE FOR THE STATE, AND EXPRESSING THE INTENTION OF THE LEGISLATURE THAT STATE AGENCIES REDUCE THEIR COSTS AND IMPROVE THEIR SERVICES THROUGH E-GOVERNMENT, USE THE STATEWIDE ENTERPRISE E-GOVERNMENT INFRASTRUCTURE FOR THEIR E-GOVERNMENT APPLICATIONS AND COORDINATE THEIR E-GOVERNMENT EFFORTS THROUGH THE DEPARTMENT OF INFORMATION TECHNOLOGY SERVICES, INVESTIGATE OPPORTUNITIES FOR PROVIDING SERVICES BY E-GOVERNMENT, AND PROVIDE AN ANNUAL LIST OF CANDIDATE SERVICES FOR ELECTRONIC DELIVERY TO THE DEPARTMENT.

     WHEREAS, electronic government, or "E-Government," is the use of information and communications technologies to improve the efficiency, effectiveness, transparency and accountability of government; and

     WHEREAS, the goal of E-Government in Mississippiis to expand the World Wide Web of the Internet to include a seamless appearance and single point-of-entry to state government, and provide governmental services that are accessible, accountable, and responsive to the public, while also enabling the public sector to operate in the most efficient manner possible; and

     WHEREAS, through a significant investment of resources, the State of Mississippi has established a statewide enterprise E-Government infrastructure that can be used by state agencies for E-Government activities; and

     WHEREAS, over time, the expansion of E-Government in Mississippi should increase the timeliness of state agencies' response to all consumers and increase the efficiency of government services throughout the state:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That:

     (1)  The Legislature recognizes www.mississippi.gov as the official government website for the State of Mississippi.  The Legislature expectsstate agencies to cooperate and coordinate with the Department of Information Technology Services (ITS) to ensure accuracy, relevance, and completeness of the website’s content and the various agency-specific sites to which the site links.

     (2)  The Legislature expects state agencies to reduce their costs and improve their services, where practical, through the implementation of transactions and services by means of E-Government. 

     (3)  The Legislature intends to leverage the state's investment in a statewide enterprise E-Government infrastructure to the maximum benefit of the state, and supports state agencies' use of the enterprise infrastructure to provide E-Government services.  The Legislature expects state agencies to use the enterprise infrastructure for their E-Government applications and to coordinate their E-Government efforts through ITS.  The Legislature encourages state agencies to seek opportunities to collaborate with local government entities in E-Government activities.

     (4)  The Legislature encourages state agencies to investigate opportunities for providing services by E-Government.  The Legislature expects state agencies to provide a list of candidate services for electronic delivery as part of their required annual technology plans submission to ITS, from which ITS will provide a list of candidate services to the E-Government Oversight Committee for its review.

     BE IT FURTHER RESOLVED, That copies of this resolution be provided to the Department of Information Technology Services for distribution to state agencies, and to the Capitol Press Corps.
