House Concurrent Resolution 85

A CONCURRENT RESOLUTION COMMENDING TED WAYNE HILLMAN FOR HIS SERVICES AND CONTRIBUTIONS TO THE UNITED NATIONS' PEACEKEEPING MISSION IN EAST TIMOR, INDONESIA.

WHEREAS, Ted Wayne Hillman, lifelong Raleigh native, born July 12, 1955, received his 12 years of formal education in the Raleigh Public School System; and

WHEREAS, before graduating from high school, Mr. Hillman enlisted in the United States Army, at the age of 18, with a desire to be assigned to the Military Police; and

WHEREAS, Mr. Hillman, upon the completion of basic training, was sent to Germany before being reassigned as a recruiter for the Jackson, Mississippi, area; and

WHEREAS, after serving as Raleigh's Chief of Police for 16 years, Mr. Hillman, in 1999, applied for the International Police Mission through the United States State Department to assist in the United Nations' peacekeeping missions around the world; and

WHEREAS, Mr. Hillman was accepted to undergo a two-week training program in April 2000, and, upon successful completion, was accepted to serve on a peacekeeping mission on the island of East Timor, Indonesia; and

WHEREAS, upon deployment, Mr. Hillman was assigned to Dili, East Timor's capital and largest city with a population of more than 160,000 inhabitants, and was ordered to open a police substation; and

WHEREAS, Mr. Hillman, after six months of service, was promoted to Station Commander of the Dili substation, and was given the duty of administering and overseeing the conduct and duties of approximately 175 officers from 40 countries along with the newly trained Timorese officers; and

WHEREAS, accounting for his first International Peacekeeping Mission, Mr. Hillman's year of service to the United Nations provided him a great learning experience and the opportunity to meet different people from all walks of life; and

WHEREAS, Mr. Hillman has been faithfully supported in all of his endeavors by his loving wife, Brenda Ivy Hillman; three children, Shaina, Lucas and Jacob; sister, Rosalyn Glenn; and brother, Boyd Nichols Hillman; and

WHEREAS, the people of Mississippi are extremely proud of Mr. Ted Wayne Hillman, who has dedicated many years of service to this state and nation throughout his distinguished career:

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend, congratulate and recognize Mr. Ted Wayne Hillman for his outstanding service and contributions to the United Nations' Peacekeeping Mission in East Timor, Indonesia.

BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Mr. Ted Wayne Hillman and to the members of the Capitol Press Corps.
