AN ACT TO AUTHORIZE THE DEPARTMENT OF FINANCE AND ADMINISTRATION, ACTING ON BEHALF OF THE MISSISSIPPI DEPARTMENT OF HUMAN SERVICES, AND THE BOARD OF SUPERVISORS OF HINDS COUNTY, TO EXCHANGE CERTAIN REAL PROPERTY LOCATED AT THE MISSISSIPPI YOUTH CORRECTIONS COMPLEX, OAKLEY CAMPUS, IN HINDS COUNTY, MISSISSIPPI; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  (a)  In consideration for conveyance of the property authorized in subsection (2) of this section, the Department of Finance and Administration, acting on behalf of the Mississippi Department of Human Services, may transfer and convey to the Board of Supervisors of Hinds County, Mississippi, all right, title and interest in and to the following real property located in Hinds County, Mississippi:

So much property of the Mississippi Youth Corrections Complex, Oakley Campus (hereinafter referred to as the Oakley Campus), as may be necessary and adequate to permit the Board of Supervisors of Hinds County to construct a new county road for motor vehicle traffic, including necessary right-of-way, beginning along the western property line of the Oakley Campus at or near Learned-Oakley Road and extending northerly to Oakley Road.

          (b)  The conveyance authorized in this subsection (1) may be subject to additional terms and conditions agreed upon by the Department of Finance and Administration and the Board of Supervisors of Hinds County, Mississippi.

     (2)  (a)  In consideration for the conveyance of property authorized in subsection (1) of this section, the Board of Supervisors of Hinds County, Mississippi, may transfer and convey to the Department of Finance and Administration, for the use and benefit of the Mississippi Department of Human Services at the Mississippi Youth Corrections Complex, Oakley Campus (hereinafter referred to as the Oakley Campus), all right, title and interest in and to the following real property located in Hinds County, Mississippi:

All that property owned and used by Hinds County as a county road, including the right-of-way thereof, known as Oakley Road, running through or adjacent to the Oakley Campus.

          (b)  The conveyance authorized in this subsection (2) may be subject to additional terms and conditions agreed upon by the Board of Supervisors of Hinds County, Mississippi, and the Department of Finance and Administration.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
