AN ACT TO AMEND SECTION 25-3-13, MISSISSIPPI CODE OF 1972, TO REVISE THE SALARY SCALE FOR MEMBERS OF THE BOARDS OF SUPERVISORS AND TO AUTHORIZE AN ANNUAL SALARY SUPPLEMENT FOR MEMBERS WHO COMPLETE THE LEADERSHIP PROGRAM FOR COUNTY SUPERVISORS ADMINISTERED BY THE CENTER FOR GOVERNMENTAL TECHNOLOGY, MISSISSIPPI STATE UNIVERSITY EXTENSION SERVICE; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  Section 25-3-13, Mississippi Code of 1972, is amended as follows:

     25-3-13.  (1)  The salaries of the members of the boards of supervisors of the various counties are * * * fixed as full compensation for their services.

     The annual salary of each member of the board of supervisors shall be based upon the total assessed valuation of his respective county for the preceding taxable year in the following categories and for the following amounts:

          (a)  For counties having a total assessed valuation of One Billion Dollars ($1,000,000,000.00) or more, a salary of Thirty-nine Thousand Dollars ($39,000.00);

          (b)  For counties having a total assessed valuation of at least Five Hundred Million Dollars ($500,000,000.00), but less than One Billion Dollars ($1,000,000,000.00), a salary of Thirty-eight Thousand Seven Hundred Fifty Dollars ($38,750.00);

          (c)  For counties having a total assessed valuation of at least Two Hundred Million Dollars ($200,000,000.00), but less than Five Hundred Million Dollars ($500,000,000.00), a salary of Thirty-eight Thousand Five Hundred Dollars ($38,500.00);

          (d)  For counties having a total assessed valuation of at least One Hundred Million Dollars ($100,000,000.00), but less than Two Hundred Million Dollars ($200,000,000.00), a salary of Thirty-seven Thousand Dollars ($37,000.00);

          (e)  For counties having a total assessed valuation of less than One Hundred Million Dollars ($100,000,000.00), * * * a salary of Thirty-two Thousand Dollars ($32,000.00).

     (2)  When a member of the board of supervisors holds a valid certificate for completion of the Leadership Program for County Supervisors administered by the Center for Governmental Technology, Mississippi State University Extension Service, the member may receive, in the member's discretion, an annual supplement in the amount of One Thousand Five Hundred Dollars ($1,500.00), beginning with the next fiscal year following the member's completion of the program.

     SECTION 2.  The Attorney General of the State of Mississippi shall submit this act, immediately upon approval by the Governor, or upon approval by the Legislature subsequent to a veto, to the Attorney General of the United States or to the United States District Court for the District of Columbia in accordance with the provisions of the Voting Rights Act of 1965, as amended and extended.

     SECTION 3.  This act shall take effect and be in force from and after October l, 2002, if it is effectuated on or before that date under Section 5 of the Voting Rights Act of 1965, as amended and extended.  If it is effectuated under Section 5 of the Voting Rights Act of 1965, as amended and extended, after October 1, 2002, this act shall take effect and be in force from and after the date it is effectuated under Section 5 of the Voting Rights Act of 1965, as amended and extended.
