AMEND BY STRIKING LINE 445, INSERTING IN LIEU THEREOF THE FOLLOWING:
and after October 1, 2003; provided, that in the event the withholding and lapse provisions pertaining to apportionments to states for federal-aid highways contained in Section 351 of Public Law 106-346 (23 U.S.C. Section 163) are nullified or amended by a subsequent Act of Congress or by a federal regulation authorized by Act of Congress before October 1, 2003, this act shall not take effect.
