AN ACT MAKING AN APPROPRIATION FROM THE HEALTH CARE EXPENDABLE FUND TO THE PUBLIC SERVICE COMMISSION FOR THE PURPOSE OF ESTABLISHING A PROGRAM TO ASSIST THE ELDERLY CITIZENS OF MISSISSIPPI IN PAYING EXTREMELY HIGH NATURAL GAS BILLS, FOR FISCAL YEAR 2001.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. The following sum, or so much thereof as may be necessary, is hereby appropriated out of any money in the Health Care Expendable fund not otherwise appropriated, to the Public Service Commission for the purpose of establishing a program to assist the elderly citizens of Mississippi in paying extremely high natural gas bills, for the fiscal year ending

June 30, 2001 $ 2,000,000.00.

SECTION 2. It is the intention of the Legislature that the Public Service Commission shall establish guidelines for the eligibility of elderly citizens of Mississippi to apply for assistance under the program funded in Section 1 of this act.

SECTION 3. The money herein appropriated shall be paid by the State Treasurer out of any money in the State Treasury to the credit of the proper fund or funds as set forth in this act, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his warrants upon requisitions signed by the proper person, officer or officers in the manner provided by law.

SECTION 4. This act shall take effect and be in force from and after its passage.
