House Resolution 34

A RESOLUTION COMMENDING THE CAREER OF MR. SCOTT C. BIGGERS UPON THE OCCASION OF HIS RETIREMENT AFTER 25 YEARS OF SERVICE IN LAW ENFORCEMENT.

WHEREAS, Mr. Scott C. Biggers, a native of Florence, Mississippi, has retired after 25 years of outstanding service in Law Enforcement; and

WHEREAS, Mr. Biggers recently retired as Captain of the Mississippi Bureau of Narcotics, where he managed the day-to-day operations of the Jackson District Office; and

WHEREAS, Mr. Biggers is the son of Bessie E. Biggers and the late Robert Melvin Biggers, Sr., of Eupora, Mississippi; and

WHEREAS, after graduating from Eupora High School in 1972, Mr. Biggers attended the University of Southern Mississippi, where he received a Bachelor's Degree in Athletic Administration; and

WHEREAS, commissioned as a law enforcement officer in 1976, Mr. Biggers served as a Police Officer in Leland and Ridgeland; Deputy Sheriff in Madison; Commander of the Madison County Narcotics Unit; Undercover Operations Instructor at the Mississippi Law Enforcement Academy; Post Traumatic Syndrome Instructor at the National Training Academy in Georgia; Mississippi Bureau of Narcotics Commander - Intelligence; Mississippi Bureau of Narcotics Acting Major - Central Region, High Intensity Drug Trafficking Area, Undercover Pool, Diversion, Special Weapons and Tactics, Interdiction, Training and Special Operations; Mississippi Bureau of Narcotics Master Sergeant, Sergeant and Special Agent; Federal Bureau of Investigation and Drug Enforcement Administration Special Task Forces Special Agent; Jackson International Airport Police Officer; United States Department of Agriculture Contract Investigator; and Security Officer; and

WHEREAS, Mr. Biggers has completed special training at the Drug Enforcement Administration National Law Enforcement Academy, Drug Enforcement Administration Academy for State and Local Officers and Drug Enforcement Administration Drug Unit Commander School; and

WHEREAS, throughout his long and distinguished career in law enforcement, Mr. Biggers has received numerous awards including the Governor's Meritorious Service Award in 1979 and the Mississippi Bureau of Narcotics Meritorious Service Award in 1988; and

WHEREAS, in addition to his law enforcement responsibilities, Mr. Biggers is an active member of Mt. Creek Baptist Church in Florence, Mississippi; and

WHEREAS, Mr. Biggers has been lovingly supported in all his endeavors by his wife, Deb Collier Biggers and his daughter, Victoria S. Biggers; and

WHEREAS, it is with great pride that the House of Representatives recognizes the long public service of dedicated law enforcement professionals such as Mr. Biggers, whose expertise has enhanced the effectiveness of the Mississippi Bureau of Narcotics and brought great credibility and honor to many law enforcement agencies in this state:

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend the career of Mr. Scott C. Biggers upon the occasion of his retirement after 25 years of outstanding public service as a law enforcement professional and express our heartiest wishes for success in all his future endeavors.

BE IT FURTHER RESOLVED, That the House of Representatives urges the Mississippi Bureau of Narcotics to retire the badge of Captain Scott C. Biggers in commendation of his service.

BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Mr. Scott C. Biggers, the Director of the Mississippi Bureau of Narcotics and to the member of the Capitol Press Corps.
