House Concurrent Resolution 66

A CONCURRENT RESOLUTION COMMENDING JUDGE NEAL B. BIGGERS FOR HIS OUTSTANDING CAREER.

WHEREAS, Judge Neal B. Biggers assumed senior status on October 1, 2000, as a judge for the United States District Court for the Northern District of Mississippi; and

WHEREAS, Judge Biggers, a native of Corinth, Mississippi, graduated from the Corinth public school system and then attended Millsaps College; and

WHEREAS, after graduating from college, Judge Biggers served his country as an officer in the United States Navy in Naval Aviation as a navigator on anti-submarine search and attack aircraft with tours of duty in the North Atlantic, within the Arctic Circle, in Europe and the Mediterranean; and

WHEREAS, after completing his naval service, Judge Biggers attended the University of Mississippi School of Law, where he served as associate editor of the Mississippi Law Journal; and

WHEREAS, Judge Biggers practiced law for several years in Alcorn County before being elected to public office in 1964; and

WHEREAS, Judge Biggers served the citizens of Alcorn County for 20 years in various elected positions including county attorney, district attorney and circuit judge; and

WHEREAS, in 1984, Judge Biggers was appointed to the office of United States District Judge and has served in that position since that time; and

WHEREAS, in addition, Judge Biggers has served as Chief Judge for the Northern Federal District, as a member of the Fifth Circuit Judicial Council and the administrative arm of the Federal Courts of the Fifth Circuit; and

WHEREAS, during his 36 years of public service, Judge Biggers has dedicated his career to serving the people of Mississippi with distinction; and

WHEREAS, Judge Biggers has distinguished himself as a highly respected judge and has served in a manner which will be an exceptional model for his successors to emulate; and

WHEREAS, it is the policy of this Legislature to recognize and commend outstanding Mississippians, such as Judge Biggers, who have served the needs of the citizens of the State of Mississippi:

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend and congratulate Judge Neal B. Biggers for his outstanding career and many accomplishments and express our sincere appreciation for his many years of public service to the State of Mississippi.

BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Judge Neal B. Biggers and to the members of the Capitol Press Corps.
