TO THE MISSISSIPPI STATE SENATE:

GOVERNOR'S PARTIAL VETO MESSAGE FOR SENATE BILL 3296

I am returning Senate Bill Number 3296: "AN ACT MAKING AN APPROPRIATION OF SPECIAL FUNDS TO DEFRAY THE EXPENSES OF THE MISSISSIPPI WORKERS' COMPENSATION COMMISSION FOR FISCAL YEAR 2001," partly approved and partly not approved, pursuant to the authority of Section 73 of the Mississippi Constitution and assign the following reasons for partial veto of this bill:

Section 6 of Senate Bill Number 3296 states that three (3) specific PIN's would be changed from nonstate service status to state service status. Generally, the classification of positions should be left to the State Personnel Board without specific legislative directives. I have been given and see no reason that would compel me to sign legislation that will specify the status of the three designated positions. Therefore, I am vetoing Section 6 of Senate Bill Number 3296.
