Provided, however, that no part of the funds appropriated herein shall be used either directly or indirectly, for the purpose of paying any person for administering any of the requirements or responsibilities of the "Disclosure of Campaign Finances" Law, being Sections 23-15-801 through 23-15-815, Mississippi Code of 1972.
