AMEND on lines 8 through 10 by striking the following: "having a population in excess of one hundred fifty thousand (150,000), according to the latest decennial census," inserting in lieu thereof "or county"

FURTHER amend on lines 17, 19, 20, 21, 22 and 28 by changing the word "municipality" to "local government"

FURTHER amend the title on line 2 by changing "certain municipalities" to "local governments"
