AMEND by inserting the following after line 146:
(e) A vehicle operating under a special permit issued under this subsection shall stay in its own lane of traffic whenever possible and shall yield the right-of-way to any other vehicle lawfully operating in its own lane of traffic.
FURTHER, amend the title to conform.
