AMEND by inserting the following after line 762 and by renumbering the subsequent sections accordingly:
SECTION 8. Payments to the holders of bonds issued pursuant to the provisions of this act shall only be made in the event the sine die General Fund revenue estimate increase for fiscal year 2001 is at least five percent (5%), as certified by the Legislative Budget Office.
