AMEND on Line 38 by deleting the language "time of qualification for election" and inserting "deadline established by law for candidates to qualify for the office of councilman" in lieu thereof.

AMEND FURTHER the title by deleting the following language on Line 3 "TIME OF QUALIFICATION FOR ELECTION" and inserting "DEADLINE ESTABLISHED BY LAW FOR CANDIDATES TO QUALIFY FOR OFFICE" in lieu thereof.
