REPORT OF CONFERENCE COMMITTEE

MR. PRESIDENT AND MR. SPEAKER:

We, the undersigned conferees, have had under consideration the amendments to the following entitled BILL:

S. B. No. 3252: Appropriation; Treasurers Office.

We, therefore, respectfully submit the following report and recommendation:

 

1. That the House recede from its Amendment No. 1.

2. That the Senate and House adopt the following amendment:

 

Delete lines 8 through 41 and insert in lieu thereof the following:

beginning July 1, 2000 and ending June 30, 2001

$ 736,327.00.

SECTION 2. The following sum, or so much thereof as may be necessary, is hereby appropriated out of any funds in the special fund entitled Abandoned Property Fund in the State Treasury for the purpose of defraying expenses of the State Treasurer in administering the Uniform Disposition of Unclaimed Property and certain other expenses of the office, for the fiscal year beginning July 1, 2000, and ending June 30, 2001

$ 1,896,648.00.

SECTION 3. Of the funds appropriated under the provisions of Sections 1 and 2, not more than the amounts set forth below shall be expended for the respective major objects or purposes of expenditure:

Further, amend as follows:

Insert new Section 8 and new Section 9 and renumber subsequent sections, said section to read as follows:

SECTION 8. The following sum, or so much thereof as may be necessary, is hereby appropriated out of any money in the state Treasury

to the credit of the Abandoned Property Fund to defray the start up costs of the Mississippi Affordable College Savings Program for the fiscal year beginning July 1, 2000, and ending June 30, 2001 $ 750,000.00.

The funds appropriated in this section shall be considered a loan from the Abandoned Property Fund to the Mississippi Affordable College Savings Program and said loan is to be repaid in full to the Abandoned Property Fund no later than June 30, 2004.

With the funds appropriated in this section, the following positions are authorized:

SECTION 9. It is the intention of the Legislature that the State Treasurer is hereby authorized to accept, budget and expend an amount not to exceed One Million Dollars ($ 1,000,000.00) from any funds deposited into the Mississippi Affordable College Savings Fund from administrative fees, grants, other payments or investment earnings received by the Mississippi Affordable College Savings Program. Such funds shall be escalated in accordance with the rules and regulations of the Department of Finance and Administration in a manner consistent with the escalation of federal funds.
