A CONCURRENT RESOLUTION COMMENDING THOMAS GRAYSON BROWN UPON BEING AWARDED A MEDAL OF VALOR FROM THE LAFAYETTE COUNTY LAW ENFORCEMENT ASSOCIATION.

WHEREAS, Thomas Grayson Brown, a former University of Mississippi student, has been awarded a Medal of Valor from the Lafayette County Law Enforcement Association for displaying courage in a dangerous situation the day his best friend was killed; and

WHEREAS, the Medal of Valor is the highest honor the Lafayette County Law Enforcement Officers Association can bestow and is awarded on those rare occasions when an individual displays exceptional courage in the face of significant danger; and

WHEREAS, Thomas Grayson Brown, who has transferred to a Colorado university, was able to provide authorities with the tag number and other information about the man who allegedly shot his friend, Devan Lowery, as they were fishing at Puskus Lake in June, 1999; and

WHEREAS, Thomas Grayson Brown displayed the presence of mind and the courage to both go for medical assistance and secure a crucial tag number despite the intense trauma of his close friend's fatal injury and the very real threat that the driver of the vehicle might attempt to shoot him; and

WHEREAS, United States Marshal David Crews said that it is unusual for someone Brown's age to receive the high honor; and

WHEREAS, Thomas Grayson Brown, a native of Bay Springs, Mississippi, is currently studying abroad this semester and could not attend a ceremony in his honor at Oxford; and WHEREAS, it is with great pride that we recognize the heroic deed and quick response of such a courageous young man:

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend Thomas Grayson Brown upon being awarded a Medal of Valor from the Lafayette County Law Enforcement Officers Association.

BE IT FURTHER RESOLVED, That copies of this resolution be presented to Thomas Grayson Brown and made available to the Capitol Press Corps.
