AN ACT MAKING AN ADDITIONAL APPROPRIATION OF SPECIAL FUNDS TO THE DEPARTMENT OF ARCHIVES AND HISTORY TO BE DEPOSITED INTO THE HISTORIC PROPERTIES TRUST FUND FOR THE ACQUISITION OF SIGNIFICANT CIVIL WAR BATTLEFIELDS OR SITES IN MISSISSIPPI FOR THE FISCAL YEARS 2000 AND 2001.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. In addition to all other sums previously appropriated, the following sum, or so much of it as may be necessary, is appropriated out of any money in the special fund in the State Treasury to the credit of the Department of Archives and History, to be deposited in the Historic properties Trust Fund (Fund No. 3476) in the State Treasury for the period beginning upon the passage of this act and ending June 30, 2001

$2,800,000.00.

This additional appropriation is for the purpose of matching funds for acquisition of nationally significant battlefields under Section 131 of the federal fiscal year 1999 Interior and Related Agencies Appropriations Act. These funds shall be used by the Department of Archives and History to assist counties, municipalities and Internal Revenue Code Section 501(c)(3) tax-exempt nonprofit organizations in acquiring significant Civil War battlefield sites through the acquisition of fee simple title or perpetual preservation easements, or in retiring the debt incurred in purchasing those properties. Any remaining funds may be used by the Department of Archives and History for the preservation of Civil War properties within the state upon the recommendation of the Mississippi Civil War Battlefield Commission.

The Department of Archives and History may accept and expend any grant, donation or contribution from any individual, public or private organization or governmental entity for the project authorized in this act. Such grants, donations or contributions shall be received and expended under the rules and regulations of the Department of Finance and Administration in a manner consistent with the escalation of federal funds.

SECTION 2. The money appropriated by this act shall be paid by the State Treasurer out of any money in the proper fund in the State Treasury upon warrants issued by the State Fiscal Officer, and the State Fiscal Officer shall issue his warrants upon requisitions signed by the property person officer or officers in the manner provided by law.

SECTION 3. This act shall take effect and be in force from and after its passage.
