Senate Concurrent Resolution 573

(As Adopted by Senate)

A CONCURRENT RESOLUTION TO COMMEND THE LIFE OF SENATOR HAINON MILLER AND TO EXTEND TO HIS FAMILY THE SYMPATHY OF THE MEMBERS OF THE LEGISLATURE. 

WHEREAS, Hainon A. Miller, a native of Kosciusko, Mississippi, was born on October 9, 1930; and

WHEREAS, Senator Miller, an attorney and former State Legislator, departed this life Saturday, February 7, 1998; and

WHEREAS, a graduate of Clinton High School, he attended and was graduated from Mississippi College, where he served as student body president; and

WHEREAS, he also was elected president of the entire student body at Tulane University while studying for the law degree which he earned at the Tulane University Law School in 1954; and

WHEREAS, he was a member of the House of Representatives from 1968 until 1983, and faithfully served the people of the Twenty-second District as their Senator from 1987 until 1995; and

WHEREAS, he played a major role in the enactment of a number of pieces of significant legislation, including legislative reapportionment, sixteenth section school land reform, congressional redistricting and judicial redistricting, and was instrumental in the creation of an intermediate appellate court as part of an effort to enhance access of the people of this state to the justice system; he is also noted for his efforts to maintain and reinforce ethics in government; and

WHEREAS, during his tenure in the Senate he was appointed to many positions of leadership, including the chairmanship of the Elections Committee in 1988-1991, the chairmanship of the Legislative Reapportionment Committee in 1988-1991, the chairmanship of the Congressional Redistricting Committee in 1988-1991 and the chairmanship of the Judiciary Committee in 1992-1995; and

WHEREAS, Senator Miller's career will be remembered as that of a highly respected legislator who served in a manner which has

brought good government to this great State of Mississippi; and

WHEREAS, his wisdom and unparalleled scholarship and knowledge of the Mississippi Constitution of 1890 and the statutory laws of this state were a hallmark of his service in the Legislature; and

WHEREAS, in his life away from the Legislature, he was a true humanitarian who was both civic-minded and conscientious, serving on the biracial committee of the public school board, the mayor's advisory council on education, and the Chamber of Commerce; and

WHEREAS, he was a supporter of Delta State University, a member of Crime Stoppers, and served two terms as District Lieutenant Governor of the Kiwanis Club; and

WHEREAS, he was active in the First Baptist Church of Greenville, where he sang in the choir for 44 years and had taught Sunday School; and

WHEREAS, he will be sorely missed by his wife, Lillian, daughters Nadalyn and Melissa, sons Philip, Kendall and Lyon, his

grandchildren, and a host of other friends and relatives; and

WHEREAS, he was a gentleman whose contributions as a member of the Legislature and as a citizen of this state have made Mississippi a better place to live, and though we are the richer for having known him, we are made poorer by his passing:

NOW, THEREFORE, BE IT RESOLVED BY THE MISSISSIPPI STATE SENATE, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we hereby commend the life of Senator Hainon A. Miller, and extend our deepest sympathy to Mrs. Miller and their children and grandchildren.

BE IT FURTHER RESOLVED, That copies of this resolution be presented to Senator Miller's family and to the Capitol Press Corps.
