House Bill 1590

AN ACT TO AUTHORIZE THE DEPARTMENT OF FINANCE AND ADMINISTRATION, TO PURCHASE CERTAIN PARCELS OF REAL PROPERTY LOCATED IN THE CITY OF JACKSON, HINDS COUNTY, MISSISSIPPI; AND FOR RELATED PURPOSES. 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. (1) The Department of Finance and Administration, upon meeting the requirements of Section 29-1-1, may purchase certain real property located in the City of Jackson, Hinds County, Mississippi, the property being more particularly described as follows:

A part of Lot Six (6), Square Two (2), North Jackson, according to the Official Map of the City of Jackson, made by H. C. Daniels in the year 1875, the property being more particularly described as follows:

Beginning at a point on the east boundary line of North President Street from the intersection of the east line of North President Street with the south line of Yazoo Street, as both of said streets are now laid out and improved in the City of Jackson, Mississippi; from this point of beginning run thence north along the east line of North President Street for a distance of 108.53 feet to the southwest corner of the parcel of land conveyed by S. B. Lawrence to A. E. Sanford, E. S. Mize and G. H. Williams by Deed dated January 3, 1957, and recorded in Book 1010 at Page 39 thereof of the land Deed Records of said District and County, reference to which Deed is hereby made; run thence in an easterly direction along the south line of the said parcel of land so conveyed to Messrs. Sanford, Mize and Williams for a distance of 80 feet, more or less, to the east line of said Lot 6, Square 2 North; run thence in a southerly direction along the east line of said Lot 6, Square 2 North for a distance of 108.53 feet to a point; run thence in a westerly direction in a straight line for a distance of 80 feet, more or less, to the point of beginning.

(2) The Department of Finance and Administration, upon meeting the requirements of Section 29-1-1, may purchase certain real property located in the City of Jackson, Hinds County, Mississippi, the property being described as follows on the books and records of the Hinds County Tax Assessors Office:

(3) Before the Department of Finance and Administration may purchase the parcels of real property described in subsection (1) and (2) of this section, the fair market value of the real estate shall be determined by averaging at least three (3) appraisals for each parcel of property done by Mississippi certified general appraisers. The cost of the appraisals shall be paid for by the department out of any monies appropriated for such purposes by the Legislature or any monies derived from other sources.

(4) The Department of Finance and Administration may obtain abstracts and surveys and engage the services of attorneys to conduct the transactions described in this section. The department may obtain title insurance on the real estate if it determines that the best interest of the department would be served.

SECTION 2. This act shall take effect and be in force from and after its passage.
