AN ACT TO PROHIBIT AN OFFICIAL OR EMPLOYEE OF THE STATE OR OF ANY POLITICAL SUBDIVISION OF THE STATE FROM PROHIBITING OR DENYING ANY EMPLOYEE OF THE STATE OR POLITICAL SUBDIVISION OF THE STATE THAT REPRESENTS A VOLUNTARY EMPLOYEE ORGANIZATION OR PROHIBITING OR DENYING ANY VOLUNTARY EMPLOYEE ORGANIZATION THE RIGHT TO POST NOTICES ON EMPLOYEE BULLETIN BOARDS OR TO MEET WHERE EMPLOYEES WORK BEFORE AND AFTER WORK AND DURING WORK BREAKS; TO PRESCRIBE A PENALTY FOR VIOLATION OF THIS ACT; AND FOR RELATED PURPOSES. 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. This section shall be codified as Section 71-1-50, Mississippi Code of 1972:

71-1-50. (1) An official or employee of the state or of any political subdivision of the state may not prohibit or deny to any employee of the state or a political subdivision of the state that represents a voluntary organization of employees or prohibit or deny to any voluntary organization which represents any employee of the state or a political subdivision of the state:

(a) The right to post notices on employee bulletin boards in all public workplaces; or

(b) The right to meet and associate together before and after work and during work breaks in public facilities where the employees work.

(2) Any person that violates the provisions of this section shall be subject to the penalty prescribed in Section 71-1-53.

SECTION 2. This act shall take effect and be in force from and after July 1, 1998.
