AN ACT TO REQUIRE THE PUBLIC UTILITIES STAFF TO CONDUCT A STUDY ON THE REGULATION OF CELLULAR TELEPHONE SERVICES IN THE CONTIGUOUS STATES AND TO SUBMIT A REPORT OF ITS FINDINGS TO THE HOUSE AND SENATE PUBLIC UTILITIES COMMITTEES; AND FOR RELATED PURPOSES. 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. The Public Utilities Staff shall conduct a study on the regulation of cellular telephone services in the states of Alabama, Arkansas, Louisiana and Tennessee. The study shall include a description of the regulatory authority, if any, exercised by the respective public utilities regulatory agencies in such states over the rates, services and operations of cellular telephone service providers operating within those states. Before December 1, 1998, the Public Utilities Staff shall submit a report of its findings from the study to the Public Utilities Committees of the House of Representatives and the Senate. The report shall include recommendations, based upon the study's findings, on whether or not the regulation of cellular telephone service providers operating within the State of Mississippi should be included within the jurisdiction of the Public Service Commission.

SECTION 2. This act shall take effect and be in force from and after its passage.
